Each contender seat draws a character who isn't in the tournament yet, and the semi-finalist and the champion are drawn first. The forms of a character count as one, so a bracket never has two Gokus, two Vegetas or two Future Trunks. Teen Gohan is in the same pool, but the semi-finalist (Teen Gohan as a Super Saiyan) takes his place first, so he is never drawn as a contender.
