Message definition (Strike Attacks)

Cooldowns are the defaults, before XP upgrades. The TP cost is paid once to unlock the technique. A server that already has a <code>techniques.json</code> keeps the cooldowns written in it, so it may still use older values until its owner edits them (see [[Special:MyLanguage/Skills Config#techniques.json|Skills Config]]).
