These rules live in the gameplay section of the server config: otherworldDeadTpMultiplier (2), reviveCooldownSeconds (180), babaTemporaryRevive (on), babaTempReturnSeconds (3600), babaTimeMultiplierPerWorld and defaultBabaTimeMultiplier (for unlisted worlds), babaHardcoreEnabled (off) and babaHardcoreCooldownGrowth (0.5). The otherworldActive toggle in the worldGen section turns the whole Otherworld off.
