Potential Unlock
Potential Unlock raises the maximum Power Release you can reach by charging ki, and makes releasing faster. Every character starts with a 50% limit; ten levels bought from masters take it to 100%, and Grand Elder Guru on Namek can unlock you further, up to 115%. Level 10 is also required for Old Kai's Ultimate Challenge.
Power Release
Power Release is the percentage of your power you are currently channeling. Charging ki (hold C) raises it up to your maximum, and it acts as a multiplier on your melee, strike and ki damage, your defense, your speed and your Battle Power. Double-tapping C jumps straight to your maximum, paying 1% of your max Ki for every 5% of release gained.
Your maximum starts at 50% and each level of Potential Unlock adds +5%. Saiyans can push the limit further with their Limitless Power racial skill.

King Kai requires Good alignment and Frieza Evil alignment to train you; Vegeta and Piccolo have no alignment requirement.
Grand Elder Guru
Level 11 can't be bought with TP. Visit Grand Elder Guru at the Grand Elder's House on Namek and pick his Unlock Potential service: it raises Potential Unlock from level 10 to 11 if your alignment is 50 or higher (below 50 he greets you coldly). After that, levels 12 and 13 can be bought again.
Ultimate
Potential Unlock level 10 is required for Old Kai's Ultimate Challenge (alignment 62 or higher), which unlocks the Ultimate stack form and gives you the Z Sword the first time. The Buu Saga quest The Z Sword and Ultimate Power also needs Potential Unlock 10. See Training Minigames and Buu Saga.
