In the raid Burter has 10,000 health, 70 melee damage and 55 ki damage, and fights on the Elite AI tier, like Jeice and Ginyu. These are the defaults, before the story difficulty multiplier of the player who started the raid (see Raids); the number of participants doesn't change them.
