Rebalanced techniques: the Ki Barrage deals ×0.5 damage (was ×1.0), Assault Rain and Blaster Meteor ×0.7 (were ×1.0), the Emperor's Death Beam and the Special Beam Cannon recharge in 14 seconds (were 10 and 20), the Neo Tri-Beam fires at most 3 follow-up shots, and strike cooldowns were retuned to match each strike's power (for example, the Shining Sword Attack now recharges in 16 seconds, was 8). Learned techniques pick up rebalances automatically.
