Mr. Satan
Mr. Satan is the World Champion: the reigning champion and last opponent of the World Martial Arts Tournament. He can also be drawn as a contender in the Cell Games and the Otherworld Tournament, and he waits on the tournament island as a quest NPC with four side quests.
Finding him
Mr. Satan stands near the World Tournament Announcer on the World Martial Arts Tournament island, in the oceans of Earth. Find the island with /dmzlocate budokai_tenkaichi or a map from a Capsule Corp Assistant of tier 3 or higher. He is friendly and talks to every player, whatever their alignment.
In the tournaments
Mr. Satan is the champion of the World Martial Arts Tournament: after the qualifier rounds, Gohan and Majin Vegeta, you face him in the title match. Like the other fixed fighters, he doesn't get stronger from round to round. His default stats are:

Beating him wins the tournament: 1,800,000 TP and +5 alignment. Bouts end at knockout, so nobody dies. See Tournaments for how bouts work.
He is also in the contender pools of the Cell Games and the Otherworld Tournament. There his stats come from the seat he is drawn into, not from the character: by default between 66,500 and 210,000 health in the Cell Games and between 238,000 and 612,500 in the Otherworld Tournament. The Cell Games are lethal: losing a bout there kills you.
Behavior and abilities
Mr. Satan has his own model. He can't fly and has no ki attacks: he fights with plain melee and a leap strike. When his target is 4 to 14 blocks away, or up to 9 blocks above him, he jumps at it and punches on contact. He can leap again 3.5 seconds after landing.
How well he fights depends on his AI tier (see enemy AI tiers).
Side quests
Mr. Satan's side quests open after the Android Saga quest Super Perfect Cell and the Buu Saga quest Satan and Majin Buu. Enemies spawned by these quests scale with your story difficulty.
